Thank you for your letter on both the Rapoport spend down and the funding issues facing the ethnic LGBTQ community.

As you know, race and gender are inextricably linked to political powers and an &quot;equal but unequal&quot; mind-set that frequently discourages participation by those who feel less than welcome throughout the community. I applaud your foundation&#039;s efforts to identify specific target groups within the ethnic LGBTQ community over your final years of grantmaking and hope that the specificity of your target groups can help to magnify the individual issues they face every day.  

It is also my hope that as the foundation community works to increase its focus on social justice and as program strategies become more amenable to race and gender issues that the ethnic LGBTQ and broader LGBTQ communities are provided with more opportunities to share their concerns with a wider audience and can develop (funded) programs that shine a brighter light on their challenges and triumphs.]]></description>
